Focus on Username & Not on Password

I am using MS Outlook 2000. When I Click Send & Receive, the focus is on Username. I have to press Tab to goto password field to enter it. Why this is so ?.

This is how MS defaulted the focus to the form, what they considered to be the "first" field.
