Automating Outlook

I noticed that there is no macro recorder in Outlook (atleast not the one I have) this is what made me possible to program things in Excel when I had no idea what commands I needed.

I want to make a program that will automatically send an email to a certain address, with a specific file attached with a prewritten email in it (but not automatically click on send, let the user edit it first)

any help? Good links/tutorials?
