Is it possible to put clip art on a address label?
My wife came up with a request to make address labels, which I didn't have a problem with. Things were going good until she added the need of a picture of a snowman, snowflake, or something with a Chrismas/Winter theme. I tried clip art but the paste function does not work.

Go to Tools | Letters and Mailings | Envelopes and Labels...
Set it up for the type of labels you have then select New Document as the output.
You will get a document with a bunch of tables for the labels, then just paste your pic into each one.

OR, do it the easy way...
Create as DRJ states.
Except for one thing.
Where you would like the graphic placed, type the word "graphic".
Now, insert the clipart into ANOTHER document. Double-click the graphic and set its properties to INLINE with text.
Now copy it.
Now go to the labels doc that is all done except for the graphic.
Hit Ctrl+H.
In the Find-What box, type "^g" (no quotes!).
In the Replace-With box, type "^c" (no quotes!).
Hit Replace all.

I tried as you suggested. When I hit replace all I get a message Word has completed it's search and has made 0 replacements.
I tried graphic with and without quotes, Address on left and right of label.
What am I doing wrong?
