Please help in following:

1.What unit is Column width based on
2.What unit is Chart size based on
3.What unit is Font size based on

And is the column width and row height have the same unit?

for example, when calculate the row height to make it 10 column (for example ) have the same height with 1 chart. But I realy dont know whether they base on the same unit?

please help introducing some articles on this.

As far as I know, the answer to all the above is Points. From Excel Help on ColumnWidth property:
One unit of column width is equal to the width of one character in the Normal style. For proportional fonts, the width of the character 0 (zero) is used.
Use the Width (mk:@MSITStore:C:\Program%20Files\Microsoft%20Office\Office10\1033\vbaxl10. chm::/html/xlproWidth.htm) property to return the width of a column in points

How about chart object size unit?

I need some way to find out the relationship between them

And one more point:

the row height is :10.2
column width is : 8.4

But the cells width look greater a lot in comparison to the height ???

Chartobjects as far as I know are measured in points.
Also, as I posted above, the column width, which is what you see if you select Format->Column->Width is how many characters wide the column is. The Row Height is given in points. If you use the Width property in VBA you get points rather than characters.
