I don't think there is a separate 2007 viewer but I think you can use the 2003 Viewer and the 2007 Compatibility Pack together to make one.

But that wouldn't view it in 2007 format surely?

True.

We were promised one almost exactly a year ago (http://blogs.msdn.com/excel/archive/2006/09/28/771257.aspx) but AFAIK one hasn't been forthcoming yet, so viewing in 2003 format is the best there is.

You can download the current Excel viewer here (http://www.microsoft.com/downloads/details.aspx?familyid=c8378bf4-996c-4569-b547-75edbd03aaf0&displaylang=en).
And to make it work with 2007 just download the compatability pack here (http://www.microsoft.com/downloads/details.aspx?FamilyId=941b3470-3ae9-4aee-8f43-c6bb74cd1466&displaylang=en).
Once you have installed both downloads you will be able to open Excel 2007 files.
