Sum with multiple criteria across multiple sheets

I am trying to sum the number of occurances throughout the monthly sheets labeled "a" through "f" depending on incident and by which team. My current array formula is not counting. I have attached the file.

I would give some serious consideration to re-organising the data to make it simpler to analyse.
