I think they're used in math:

! Factorial
~ Not
.. continuation
' First Derivitive
: "such that"
| "divides"

Examples:
3!=6
~(P v Q) = ~P ^ ~Q
1, 2,..6, 7 is short for 1, 2, 3, 4, 5, 6, 7
if f(x)=x^2, then f'(x)=2x
{X: X>2} is the set of all X such that X>2
3|6 is true, 4|6 is false

: can be for ranges (A1:A3)
"" For denoting a string
' ' for denoting a char
