Urgent help, for different privileges accounts, need this for today please!

Hello sorry about the urgency but i am in a state of dispair, I have created a library system for books being rented, and i also have a login system for two users; "admin", and "user".

The thing is, these two accounts do the same thing, but is it possible to make the "user" account only be able to open forms, whereas the "admin" to go into design view?

Tools - > Security - > User and Group Permissions

Ok, i tried this but how do i get this to work for the "user" and "admin" i have in my login form.

By "user" are you refering to one login or a group?
The menu I showed you can alter whole groups. Just select the group radio button then check and uncheck the level of access that each group has.
