How do I keep a Custom Menu attached to a sheet?

With Excel 11, if I install a Custom Menu on a sheet, and then send that sheet to somebody who is also running Excel 11, the menu is gone. How do I make it stick? What if the recipient was using different Excel version?

In tools, customize, select the bar in question, and click "Attach".

You would be far better to build your menu on workbook open, and tear it down on workbook close.
