Breaks in terms of paragraph

How page break and continuous section break is treated in Word in terms of paragraph? Is page/section break separate paragraph or part of previous or next paragraph?

Section breaks include implicit paragraph breaks so mark the end of a paragraph.

Page breaks are just 'characters' in a document - they may or may not be in separate paragraphs.
