Rank Function Question

I'm trying to show where a number would rank within a separate list of numbers. With the Rank function, the number to be ranked needs to be within the reference list and in this case my number would be in another sheet as in the attached example.

I'm wondering if there is way to write the Rank function for it to rank where a number not included in the reference list would fall if it were to be included in the list?

Any help would be great, thank you.
