Hi have attached excel spreadsheet.

I have got 99% of it done. But I have one issue.

The purpose of the spreadsheet is to track performance over certian criteria. If the figures entered are below 90% of the target the box goes red and generates an action plan in the boxes below. If they are between 90% 99.9% the box is orange. If 100% or more box goes green.

This all works, issue I have is one of the targets is sometimes a minus figure. This seems to throw all the formulas out. Could someone have a look for me and let me know how the formula needs to look in the conditional formatting.

You don't say what you want to happen with negative numbers, but maybe just test or ABS(G7) rather than G7.

If negative no is higher than plan then box goes red. ie. if plan = -£200 and actual = -£240 then box goes red.
If negative number is between 90%-99.9% of the plan negative no then box goes amber. ie. is no is -£210 and plan is -£200
If negative no is lower than -£200 then box goes green. ie. no. is -£180 and plan is -£200 then green

Then doesn't your formula work? -200 is higher than -300, but less trhan any positive number.
