Scrolling issue, going too far

my excel workbook for some stupid reason is all screwed up. i have a list of over 2,000 contacts on 1 sheet. when i grab the little thing on the scroll bar and move it up and down it scrolls way too fast. i'll start at row 2 and move it down one notch and it's a 1,450. Does anybody know how to fix this? thanks.
