I've not seen that before, but it looks to be the same as typing =450e3

if you type =450e3 at your spreadsheet you get 450000.

But it also shows 450000 in the formula bar.

That's probably dependent on the way your cell formatting is set up. Unless you specify otherwise, Excel has a nasty habit of making its own mind up about these things.
