Program cells and allow manual input

Hi, is it possible to program/create a formula to a particular cell to be filled-in with a constant data (say a text-if the validation is true) and at the same time allow manual input if the validation in the said formula is false? I am using Excel 2007. Thanks!

Is this validating some other cell?

Hi xld, thanks for the reply. Please see attachment. How can I manually input data without creating an error on the rest of the items. Is this possible? Please let me know if there other ways to do this logic.

The best that I can come up with is a formula that will show the list where applicable, no list for Other Stuff, but unfortunately it allows any input even where there is a list.
