Is it possible to create a Block a user from making changes to a form?

I it possible to block a booking or schedule and allow a pop-up message to show to the user that the facilities are in use; and however, if the reservation was cancelled...this feature would be flexible to make a change of appointment...? Is this feature possible to create? If so, how can this be done?

and however, if the reservation was cancelled...this feature would be flexible to make a change of appointment...? If you don't need to keep the record for a cancelled reservation, delete it. If you need to keep it, add a status field to indicate whether the reservation is cancelled, confirmed, unconfirmed, etc.
