Is it possible for a cells conditional formatting to function based on if there's an active cell in a row range?
Help on this would be greatly appreciated. :banghead:

How about an example of how you expect this to perform? Something along the lines of 'When the worksheet data looks like this, and I place the cursor "here" then these are the conditions I want it to test and here's what I want it to "do" or "show" me.'
Better yet if you have a workbook in process where you're trying to implement this, upload a copy (scroll down to Attach Files) after you've purged** it of identifying data so we can see what you've done so far. Perhaps mock-up a sheet with what you want to see when a or the condition is true. (** or create a sheet with dummy data.)
This'll help all the lurkers get you answers and suggestions.

The reason for this is to assist the users at a glance what data requirements per column row they're entering. Hopefully it'll help keep them on target.
