In Excel 2007:

When I use Icon set conditiona formating ther are 2 rule > 67% and <33%.

67 % of what?

test with 2, 5 and 7
67% av 7 is 4,69 but 5 gets yellow icon

It is not colouring the EXACT pervcentage value, but those less than 33%, less than 67% and greater than 67% of ther maximum value.
