Solved: Outlook 2007 Ribbon

Currious as to about the Ribbon. When I open Outlook, the Ribbon does not show up until I open a message, however, my brother has it up when he opens Outlook?? He said he did not do anything to make the Ribbon appeared right away. Does anyone know how to make the Ribbon come up, right after you open Outlook?

My brother was confused, he mixed up 2010 with 2007
