is it possible to make the border line of a cell flash?

I don't think it's possible, maybe you can simulate a flashing border but that means that a process has to be run which does that and in the meanwhile other processes will have to wait.
I very ,much doubt it, maybe that Office 2010 or later will get some options like that but now ...

I got it to work. I did some research on the Internet and found an example of flashing cell. Then I modifed the codes a bit to make the boarders flash.
