Vlookup on a sheet with merged cells

As shown in the image, I have excel spreadsheet with merged cells. can I run vlook up on such sheets. If so then how.

I am trying to extract certain value from this sheet to a different sheet. I would appreciate your help

Vlookup works fine, just count all the columns.
