Im currently working on a project in which I will convert a powerpoint presentation to video for users to then download. They will then view the presentation on their computers as a video.

What would be the best resolution/size setting to create the presenation in?

I think powerpoint uses 1024 x 768 as default. Im not sure if that will be okay for most. I just dont want them loading the video on their computers and find out later that some of the material was cut off because of different screen sizes and resolution.

Any help would be greatly appreciated. Thank you.

I think 1280 x 768 or 1280 x 600 can also work, but it totally depends the screen resolution of users.

Most videoplayers scale the video to fit fully in either the window or the screen.
So you should base it more on your preference of quality or filesize (smaller video => smaller filesize => lower quality but faster download)

Yes most video players have a self adjustable function. But the screen resolution also matters. You can fix it according your choice.
