Balloon view

I hate Balloon View for tracked changes. I never want to see it. Under earlier versions of Word, this setting was sticky: if I turned it off, I never saw balloons. But in Word 2010, the setting seems to travel with the document. If someone sends me a tracked change document, by default I get balloons.

Can I use a macro that runs when a document is opened, checks for balloon view being enabled and changes it?
