No. But you can fake it by selectively hiding and showing rows and using the info in this link (http://www.cpearson.com/excel/DetectScroll.htm).
Be aware that it is not easy.

Q: does that mean you're trying to 'split' the window vertically into 3 seperately scrollable sections?
Section 1 = rows 1-14 with row 1 fixed
Section 2 = rows 15-29 with row 15 fixed
Section 3 = rows 30-end with row 30 fixed
Interesting, but as SamT says to fake it will take work.
What are you trying to accomplish, since there might be other alternatives that would do what you need to accomplish
