Sorting Paragraphs

Apologies for posting three questions in short order. I promise to shut up (perhaps for a year or two again!) when I have these issues cracked.

My code generates a document of several numbered paragraphs.

I want the user to be able to review the paragraphs (ideally by seeing the first line or two of each) and then use click and drag to re-order them.

I have a rough idea of how to do this, but I suspect my amateur solution will be a messy attempt the reinvent the wheel. I am sure someone has done it already!

Could anyone point me in the right direction?
