Help with User Input form, find replace and relationship

I am planning to automate implementation plan generation using VBA macro. I plan to create a user form, where user can select environment from drop down and once any environment is selected, it will bring up component list. Once the component list is selected it will generate a new document in appropriate sequence post merge of input values. I have attached high level template as well. Can you please suggest what would be the simplest approach to configure relationship between environment/component and tasks, which will allow me to generate a new document in appropriate sequence.
