i try some base32 and base64 but it doesn't work i think i has other coding pattern...please help guys

What is the source of the output. How will excel know that if you input 001FFB9C1EE7 that the output should be rx00d6rxKeF1t3BT. What is the simple logic behind this. Please explain inn simple language.

The largest digit in the Input is F, so the Iput is base 16.The Output does not look like a number in any base.
