Can't Protect Coverpage

I've added a cover page in word using the 'Add a Cover Page' button but when I protect the active document, the cover page is the only page not protected.

If you are attempting to protect using Filling in forms then it has been that way since Word 2007 and possibly earlier. Use No Changes - Read Only with editable regions.

Thank you for your response. Unfortunately, 60% of the document spread throughout is used as a form. There would be nothing of value to 'read' if it were set to 'No Changes - Read Only'. I guess the only option Word affords is to manually create the required cover page.

The purpose of No Change - Read Only with editable regions is so you can edit the regions you define as exceptions.
