Hi, I have excel 2007 do I have to upgrade to 2016; Is there any major changes in 2016?

I still use Office 2003 and I don't see any need to upgrade. YMMV.

I understand that 2007 is the preferred version of the later Office series. YMMV

According to whom? I don't think I've ever heard anyone say that. 2010 is much better and more reliable than 2007 (or 2013/2016 IMO).

True. I have Excel 2016 at home and 2010 in the office and there isn't much difference from normal usage perspective. Few functions have been added in 2016 but you'd need to watch out if others use other (lower) versions etc.
