Reprogram the anchor of all images to the paragraph below?

I edit Word file to convert it later to EPUB; during conversion if the anchor of an image is tied to the paragraph ABOVE, that paragraph after the conversion appears BELOW the said image. Basically the paragraph to which the image is anchored always appears underneath that image. So I wanted to know if a macro can be created which would reformat all images to be anchored to the paragraph after them. Thanks.
