VBA Script Automatic email sending from a directory with the newest excel sheet

I have the following issue,
Windows 7
Mozilla Thunderbird.
i Need a Batch/cmd which does this following issue.

send mail from a Directory with the newest¨( Date ) Excel sheet ( csv ).
the email Receiver never changes
can anyone help me wite a script please

Mozilla Thunderbird is another question. Are you using Outlook as an email program ?
