Excel Ribbon

I know if I create an xlam with a Ribbon, this shows up across all Excel, however, I would like the same thing but only with a workbook. Can this be done? Just to clarify, I don't want an add-in, I want my normal workbook's Ribbon to be seen across all Excel application. Thanks in advance.

@Jan - Only because everything is inside the workbook and I don't need to worry about installing the add in, sending updates.
