Lock pictures so immovable (but do not want to lock objects)

I am using Excel 2016 32-bit as part of Office 365 ProPlus.

I would like to lock the pictures in my worksheet so they cannot be moved or resized but I do not want to lock objects. I have drop down ComboBoxes in the sheet too which people need to be able to type in and select options so couldn't use Protect Sheet and lock 'Edit objects'.

VBA code was suggested as a solution. Is it possible and can anyone help?

Why don't you merge cells to create the size and location you want for the picture, then put the image into the resulting cell ?

You can't just lock pictures. Can you use Data Validation dropdowns instead of dropdown controls?

Even lock objects will not affect ComboBox(or my understanding is wrong?:think:).
