Looping Through Pivot Items

Hello, how do I loop through all the items in a filter based on cell value? Like, if cell C1 says 2PM, it will loop through the items in a pivot filter and select that if it exists, and if not, it will select the most recent time backwards (for example, it's 2PM now however the filter doesn't have 2PM in its items, just 5AM, 6AM, and 9AM. It will select 9AM)
