Formula help to list items based on criteria

In the attached sheet, I am having trouble with a formula to list project #'s on a sheet ("Category") from a list on another sheet ("Data") according to criteria (CAT 1, CAT 2, etc.).
Any help would be appreciated. I think it's index and match but I'm struggling with this formula..... If not Index and Match, is there another way?

4 ideas in the attached.
1. Leftmost, Office 365 with availability of FILTER and INIQUE functions
2. 2nd from left: formula without those functions, but the same ID can be listed twice
3. Power Query: Not recommended.
4. Rightmost, easiest; a pivot but a different layout
