Rows to hide and unhide based on two columns

Hi All

I have created a workflow for which i am facing a issue, the ask is i have column B8 having data input values and column B9 also has data values stored, so for example when B8 is selected with toys B9 column is visible and user has to input data such as car so when toys and car are selected row 12 should be hidden and row 13 should be unhidden, like vise B8 has car as value in it where in there are another set of rows are hidden and unhidden, will you please help me to hide and unhide when there are two values selected in two columns, i tried using and but it did not work.

Cells B8 & B9 are both in the same column (B) and that column can not be both hidden and visible at the same time.
