Error with progress bar chart

In order to make a visual representation of our society's progress towards our target membership I carried out research and found The Spreadsheet Guru who gives you access to base files. I downloaded the attached one which suits my needs. The only problem is that once you enter a value in excess of 83% the chart has an error and the progress bar reduces in length instead of extending. This error carries on up to 99%. Can anyone help to correct this. I have attached the sample sheet. Thanks in advance

Excel is trying to be helpful by adjusting the max/min values of the axis

Since axes were not displayed, it didn't show

Easy fix

1. Add Axes
2. Change Min to 0
3. Remove Axes
