Making Program work with different number formats

Is there a simple way to make a program I've already created work with different number formats? I have a co worker out of the US and the numbers formats they use are - Decimal Symbol is a comma digit grouping symbol is a space and the list seperator is a semi colon..

i am not sure but i think Excel will use whatever the Regional setting is used unless you "hard-code" the symbol.
