Delete first few pages up to certain data

Hi,

I would appreciate if someone could assist me as I'm opening some raw data that I need to format. I would like to delete or remove all text up until the first instance of the following is reached:

** NOTICE ** ** NOTICE **
************ ************

After that I have structured amounts of info until the next is reached again as seen here.

************ ************
** NOTICE ** ** NOTICE **
************ ************

So I would like a macro that could ensure that would delete all data until the first instance and than ensure that within each single page thereafter the top and bottom will have the notice and asterisks as seen above. After that at the end are blank pages that I would like to delete.
