Publisher - Heading photo not showing

I'm trying to create a newsletter for my neighborhood association, and this is my first experience with Publisher.

I placed a photo in the header, which takes up the entire header field. Then I put a few text boxes that lay on top of the picture, so the picture is in the background and text in the foreground. After working on the body of the newsletter for a few days I noticed the header photo - in the normal view - is no longer visible, but the text in the header are there. However, when I click on Header in the tool bar - to get to the Master Page - the photo is there. But as soon I close Master Page, the photo in the header disappears (but the text in the header remains).

Not sure if I inadvertently selected something? I have to eventually send this to the board to review, and I would was hoping the header photo is visible when I present it.
