LoadPicture on Image Control Error

I keep getting Run-Time error 75 (Path/file access error) with LoadPicture. I've tried everything I can think of including be careful to have the right path/file name (copied it from the Windows Explorer properties), saving as both gif and jpg, pasting it into a PowerPoint slide and saving that as an image but I just can't seem to over come this error.

The same code works with other images in the same folder.

If I open the image in Windows Photo app and try to resave it with the same name (override the existing file), it tells me that I don't have permission to alter the image. The file/folder are not blocked or read only. I'm the only user so I have to be logged in as administrator, don't I?

I did the major Windows update about 10 days ago and I'm wondering if that has something to do with it.

Anyone have any ideas?
