Compare 2 dependent columns and highlight difference - vba

Hi

Can any one of you guide how to compare 2 columns in 2 different sheets. those 2 columns are dependent to one another. i have 2 sheets Data and Master as below.

my 2 cells country and state are dependent. macro has to check case sensitive, and the states corresponding to the country as well? how to attain this highlighted incorrect values?
