Can someone please explain me the significance / concept of "Ignore Blank" found in Data \Validation ? whwnever I have used the same, I never unchecked the same? Please elaborate. I think it might have some use.

If you remove the "Ignore Blank", when you start editing the cell Excel forces you to enter a value; you cannot leave it blank. However IMHO it's a bit useless, because you can still delete the contents of the cell without an error message appearing, and therefore end up with a blank cell.
It actually does the opposite of what you would think (or at least wht I would think). If you have a list say, and you select a value, if Ignore Blank is unchecked, you cannot then clear the input.
