just wondering is it possible to create a flashing label in excel 2003 on a form to attract the users attention?

Check the Disability Legislation before you do that, you might be falling foul of them.

will just highlight it in a fancy colour and perhaps in bold

Labels have font properties as you would expect. You can set these to bold and a colour.
