Numbering rows

As you can see I'm new to this forum, not new to forums.

I need a formula or code that will enter a number in column A only if there is a name in column B. There may a name in column C, but that is not important. In fact, there may be names in column C, in cells one beneath the other, where there is no name in column B: That does not affect column A. The numbers in column A must be increasing even if there no number in the cell above.

Col A
1- There is a name in col B
2- There is a name in column B & C
""- No name col B: name in col C
""- No name col B: name in col C
""- No name col B: name in col C
3- Name col B: No name col C
etc
etc

Hope that makes sense.
