Help: How to pop-up plot point description when mouse cover

Dear ALl,

I just splash in mind the idea and really need you all support in techniques:

What I intend is that: when ever I move the mouse cover (or click on) a plot point in chart, there will be a pop-up window to show a extra information for that plot point.

SHould you can support any idea, please help
