hi,
this is not a vba question.

is there a way to have a cell value to be set for 8 or 11 text length?

with Data Validation, it only allows a minimum and maximum text length.

Choose an allow type of Custom and insert a formula of

=OR(LEN(A1)=8,LEN(A1)=11)

assuming A1 is the DV cell
