Cant read txt file with Unicode symbols and store it to cell

Hello
I'm parsing saved web pages and copy some fields to the cells. One of it is attached. When I read this file to the variable it appears as "?????". Then I use StrConv to convert it. I've found localeID to get the same result I can see in my webbrowser, it was turkish. How can I dynamycaly find needed locale ID for the other files
