How do I open hyperlinks in a new window?

I have a workbook with over 200 hyperlinks that I save as a webpage and use as a Dashboard or Spashscreen. It works great. The vast majority of the hyperlinks open pdf files. Since I have saved it as a webpage, the links are opened in the same window.

How do I "code" or set the hyperlinks so they open in new windows?

Also, is there a way to require a password to edit the webpage? Anyone can click on the "Edit with Excel" icon and I would like to prevent that.
