Toolbare with option

I am looking for a toolbar including the below option:

Opt-1: vertical scrolling.
Opt-2: including main item and sub item( ie as : Data/ filter /Autofilter).

Let me explain:

I found "Simple Floating Toolbar" idea in the page:

As form point of view this is just simple horizontal positioning of text or icon of macro's shortcut toolbar.

I tried to construct toolbar including vertical text or icon ( as for example the traditional toolbar's item:
item:file ->
1st Sub-itemage setup ->
2ed sub-item Print area ->:

this is my question??
